You have to go to: %userprofile%\AppData\Local\PAYDAY 2
and open renderer_settings.xml

I suggest opening it with notepad++ (http://notepad-plus-plus.org/download/)
Go to the bottom, where it says <renderer_config>
Change the refresh_rate = "30" to what ever your refresh rate is. (mine is 60).
