Title: Extinction server update

I've updated the USA classic maps server to have the same config as the one in The Netherlands.
We have tested settings on the NL server for quite a while and didn't notice any complains.

The new settings should prevent noobtubing.


The extinction servers in The Netherlands and the USA have the following changes:
The server now kills people before they can reach the glitch spot to prevent them from making it night.

I've added a system which kills glitchers on red team who go under the blue base.

I've also implemented a system which kills players on the blue team once they get a certain kill streak while they are located above* the red base.
(Unfortunately this can cause issues if they already have that kill streak and then enter the red base, but it seems better then nothing IMO)

*Blue players walking in the red base are not affected, only players who are above the ground (for example in a vehicle or on top of an object).
This was done so players can still capture the flag and make kills but prevent longswords and pelicans from baseraping.

I've made the following update for the zombie and classic maps server in The Netherlands and USA: Wizard, no longer possible to get above the map.
