well you can go through him by jumping and crouching.... (use combination)
I don't think it's a big offense that will worry admin...
there are many players who do the same and if we kick or ban them , 1/3rd of the halo population will be lost   :P

get a vehicle (or steal it) .. and smash into him to unblock the entrance .Be careful to not push him out of map. For the ladder i can't help you.

there is also a script for this if a players stays in one spot likes what he was doing in this picture it will kill him or change him to the zombies team

That script its on in some zombie servers. Its called anticamping. :)
